The vision, mission, objectives and guiding principles have been mutually created by the governance team, and were approved by vote on November 14, 2005.
Mission
Create an environment to facilitate secure and timely access to comprehensive healthcare information.
Vision
To enable high quality, convenient and efficient healthcare throughout Pennsylvania.
Objectives:
- Create a collaborative organization to facilitate exchange of regional health information.
- Develop safeguards to ensure the integrity, confidentiality, and security of patient information.
- Promote effective use of information technology across the healthcare continuum.
- Create a model of rural health information sharing.
- Educate and motivate the community (e.g. patients, providers) to share health information electronically.
Values / Guiding Principles:
- Regional Cooperation – We will work together to develop methods of exchanging health information to improve healthcare quality, safety and efficiency.
- Community Accountability – We believe in exchanging health information to improve patient care as part of our stewardship responsibility to our communities.
- Patient Privacy – We ensure our health information exchange will protect the privacy of the patients we serve and confidentiality of their information.
- Confidentiality – We will not use anything we learn through this collaboration for any other than mutually agreed-upon purposes.
- Judicious Use of Technology – We will use robust, secure and cost-effective technologies that leverage existing investments of each member organization.
- Inclusiveness – We will provide all licensed providers access to patient information, as authorized by patient and by law.
- Stakeholder Participation – We promote an environment of mutual respect and trust, ensuring that all stakeholders have appropriate representation.
